As time goes by, it may be that the person will become willing to talk with you about spiritual things, and thus give you an opportunity to share the gospel, so entering the evangelism stage. The point here is that the uninterested person is not outside the disciple-making process. The person is at stage one, and the inter-actions we have with the person at stage one can be called "pre-evangelism." Making friends is valuable in its own right, whether or not there is an opportunity for sharing faith, because the "Great Command" tells us to "love your neighbor as yourself."
